    DAVID CORTEZ

     

    As the lead instructor at Tap Rack Ready Train, my approach to firearms proficiency is deeply informed by my extensive 12-year career within the United States Coast Guard and my subsequent immersive experience in the civilian firearms training sector.

    My journey began with the Vessel Boarding Security Team in Portland, Oregon (2006-2010), where my initial focus in firearms instruction was on static live-fire training for officers, emphasizing fundamental marksmanship and safety protocols. As a Boarding Team Member and subsequently as a Boarding Officer, I directly engaged in security operations, further honing these foundational skills. My qualifications extended beyond basic law enforcement, including becoming a Radiation Detection Level 2 Operator and a certified Law Enforcement Instructor. Notably, in 2010, I was selected as one of only approximately 1400 plank owners for the new Maritime Enforcement Specialist (ME) rating. My qualifications also included EMT and Vertical Delivery (helicopter).

    From 2010 to 2014, serving with the Pacific Tactical Law Enforcement Team (LEDET 104) marked a significant evolution in my training approach. Here, I transitioned to dynamic officer training, incorporating movement, scenario-based exercises, and decision-making under pressure to prepare teams for high-stakes operations. My qualifications at this elite level included Combat Life Saver, Spanish Linguist, Surface Use of Force Controller, Airborne Use of Force Controller, Bow Gunner, and proficiency with Tactical Law Enforcement Devices.

    My commitment to innovative training continued at Search and Rescue Station Rio Vista (2014-2018), where I certified as a Firearms Instructor at the Federal Law Enforcement Training Centers (FLETC) in South Carolina. As the LE Training Officer, my responsibility was holding the standard for all law enforcement training at the station. During this time, I recognized the benefits of integrating technology into training and began utilizing dynamic simulators alongside live-fire exercises to provide a more comprehensive learning experience.

    Following my honorable departure from the Coast Guard in 2019 after a final tour with Sector Puget Sound in Security Boardings (2018-2019), my dedication to continuous improvement led me to the civilian sector. After working at a police-only gun store and then teaching concealed carry skills for approximately 40 hours a week for two years with a large training company, I further refined my understanding of advanced shooting techniques. My pursuit of excellence has culminated in my active participation as a competitive shooter in the United States Practical Shooting Association (USPSA). This allows me to constantly hone my skills at the highest level and bring the most cutting-edge techniques to my instruction at Tap Rack Ready Train. My training philosophy emphasizes a carefully structured progression from foundational knowledge through dynamic simulations and live-fire to the advanced skills honed in competition, ensuring students receive the most comprehensive and effective firearms education.
